- NOTICE OF AWARD4 January 2010 This is a notice of award that The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 has negotiate sole source, for the purchase of blood, blood products and other related services with the American Red Cross of Cleveland, a large business. The period of performance shall be from January 1, 2010 until December 31, 2010, with two options years. The government believes that only one business can satisfy the agency requirements and negotiated with only one source under the authority of FAR 6.302-2 - urgent and compelling need.
