- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. LARGE BUSINESSES PLEASE DO NOT RESPOND. The General Services Administration (GSA), PBS in Fort Worth, TX is seeking any Service Disabled Veteran, 8(a) or HUBZone certified firms qualified to provide traffic, circulation, and movement analysis for all U.S. Ports of Entry (Air, Land, and Sea). The qualified contractor will be required to develop computer simulation modeling tools to generate this analysis. This long-term project will support the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Office of Information and Technology, whose mission is to keep terrorists and their weapons out of the United States and securing and facilitating trade while enforcing U.S. regulations, including immigration and drug laws. The Contract Area will be the entire United States. This will be a firm-fixed price contract a period of performance of two years and up to three multi-year options. The proposed task order value of this prospective contract is estimated to be up to $30 million over a possible contract period of 8 years. The anticipated solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Source Selection Processes and Techniques. Award will be made to the proposal offering the best value to the Government. The firm selected is required to be familiar with the operational characteristics at CBP's ports of entry. The firm selected is required to be familiar with the traffic characteristics, vehicle and pedestrian movement during normal and emergency situations at CBP's ports of entry. The firm selected must have extensive traffic modeling experience, especially with the discreet event modeling experience. The firm selected must have hands-on traffic simulation software development experience including demonstrating simulation results in tables, charts, 2-D, 3-D, and video animation formats. The firm selected is required to transfer actual site data into simulation models that can work with the software/tools created. The firm selected must be able to demonstrate al the expert knowledge, experience, and capabilities.
