- This is a PRESOLICITATION SYNOPSIS for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes PRESOLICITATION SYNOPSIS only; a written RFQ will be issued on a later date. PAPER COPIES OF THIS PRESOLICITATION SYNOPSIS WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) SHALL be posted on NECO (https://www.neco.navy.mil/) on or before close of business 01Feb10. This is an Other-Than-Full-and-Open-Competitive procurement action (100% Small Business Set Aside). The FISC Norfolk Groton CT Office requests responses from qualified sources capable of providing Photographic, Imaging, Artistic, Digital Processing, and Graphic Design support services for the Visual Information Service Center (VISC) located at the Naval Submarine Support Facility New London, Groton, CT. The purpose of this Performance-Based Service Acquisition (PBSA) is to support the local requirements for diagrams, charts, and lettering; electronic presentations; studio photography; official portraits; passport photography; location photography; digital photography; non-duty hours photography; photo engraving; miscellaneous photography; other photographic-related requirements; and, minor photographic equipment maintenance requests from authorized users within the Department of the Navy and other federal agencies. Period of performance is anticipated from 01Apr10 to 30Sep10 (plus 4 Option Years). The applicable NAICS Code/Business Size Standard are: 1.)
