- RECOVERY ACT - THE NASA GLENN RESEARCH CENTER (GRC) AWARDED UNDER THE AMERICANRECOVERY AND REINVESTMENT ACT OF 2009 A WORK ORDER FOR TESTING, FACILITIES, OPERATING,MAINTENANCE AND ENGINEERING UNDER THE PREVIOUSLY AWARDED, COMPETITIVE, 8(A) CONTRACTNNC05CA95C WITH SIERRA LOBO INCORPORATED.NASA Glenn Research Center has committed support for specific efforts under the AmericanRecovery and Reinvestment Act of 2009. Recovery Act funds for NASAs Aeronautics ResearchProgram will accelerate key research, enhance the state of aeronautics for the nation,and provide a foundation for addressing the need for a Next Generation Air TransportationSystem (NextGen). The efforts outlined below are aligned with the NASA AeronauticsResearch Mission Directorate goal as cited in the current NASA Strategic Plan: SubGoal3E: Advance knowledge in the fundamental disciplines of aeronautics, and developtechnologies for safer aircraft and higher capacity airspace systems. Furthermore, theefforts are consistent with the Fundamental Aeronautics Program goal which is to achievetechnological aeronautical capabilities necessary to overcome national challenges in airtransportation, including minimizing noise and emissions, reducing fuel consumption, andenabling a faster means of transportation. These technological capabilities will enablefeasible design solutions to performance and environmental challenges of future airvehicles vehicles that fly through any atmosphere at any speed. Demonstratedcapabilities will significantly contribute to design solutions for the performance andenvironmental challenges of future supersonic aircraft.A Rolls-Royce Highly Variable Cycle (HVC) nozzle (scaled) was designed and fabricatedunder a NASA Research Announcement, NNL08AA29C, for testing to enable a future commercialsupersonic aircraft. The nozzle will be installed and tested at the NASA Glenn ResearchCenter Nozzle Acoustic Test Rig (NATR), located in the Aero-Acoustic PropulsionLaboratory (AAPL) Facility using this vehicle, NNC10QA03D. This notice is provided for informational purposes only.A CPFF order is appropriate for this procurement because of the uncertain nature of theresearch/testing support activities required cannot be estimated to the level of accuracynecessary to allow the use of a fixed-priced contractual vehicle.
