- The National Park Service, Department of Interior, intends to issue a Request for Proposal (RFP) for acquisition of Refuse Collection at the Great Smoky Mountains National Park located in Tennessee and North Carolina. The Government anticipates soliciting for the award of a firm-fixed price, performance-based service contract with a base period slated for April 1, 2010 through September 30, 2010. The Government reserves the right to exercise option to renew the contract for up to four one-year option periods ending September 30, 2014, subject to the availability of funds. Acquisition will utilize the Performance Price Trade-off technique to make a best value award decision. Price and Past Performance are both treated as approximately equal and may be traded off, one against the other, to determine the best value for the Government. This acquisition is a 100% HUB Zone set-aside. This acquisition is subject to the North American Industry Classification System (NAICS) code of 562111 with a small business size standard of $12.5 million. The contractor shall furnish all necessary labor, supervision, materials, licenses, permits, insurance, transportation, equipment and receptacle maintenance to perform refuse collection. KEY MILESTONES:Oral Presentations and product demonstrations--February 4, 2010Format: Contractor's formal presentation not to exceed 40 minutes. Time includes any quality control demonstrations that the contractor elects to present. Government stakeholder questions will not to exceed 15 minutes. Contractor shall contact Jeffrey Shaffer @ 865-436-1218 to schedule actual date and time for presentation. Presentations at a minimum should highlight: 1. Business practices relevant to Contractor driven quality control with specific details on performing real-time or near real-time status of daily refuse collection route progress, 2. Use of any technologies that enhances overall services while reducing costs, 3. Operational safety and efficiency, 4. Equipment functionality and, 5. Receptacle maintenance plan. Contractor questions submitted by--January 30, 2010, 2 pmSolicitation issued on or after--January 19, 2010Oral presentations--February 4, 2010Price and technical proposal due--February 18, 2010, 2 pmAnticipated contract award date--March 10, 2010Contract Performance Period begins--April 1, 2010 To be eligible for contract award, offerors must be registered and active in the Central Contractor Registration at the internet site http://www.ccr.gov and with Online Representative and Certifications Application (ORCA) at http://www.orca.bpn.gov. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
