Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for determinations required by various Federal Acquisition Regulations. Responsible sources having relevant experience and the capabilities to perform the work will be considered for determining the acquisition strategy of this Military Construction Project. The determination of acquisition strategy for this acquisition lies solely with the government. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to ascertain if there are small businesses which have the capability to construct an organizational storage building, Ravens Roost, and demolition of two buildings, including supporting facilities, such as Intrusion Detection System (IDS), Mass Notifications Systems, connection to Energy Monitoring and Control Systems (EMCS), Special Foundations, and Information Systems. Supporting facilities include utilities; electric service; water, sewer, steam connections, paving, walks, curbs and gutters; parking; storm drainage; site improvements and information systems for the Aviation Task Force Complex, Phase 2 at Fort Wainwright, AK (FTW348B). Project includes installation of Accessibility for individuals with disabilities will be provided in public areas. Anti-terrorism/force protection measures will be provided. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Supporting facilities costs include extensive earthwork and the requirements for underground utilidors to protect the utilities in arctic climates. The construction period is estimated to be approximately 17 months with a notice to proceed anticipated in January 2011. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Business Construction, and the related small business size standard is $33.5 million. The estimated dollar magnitude of this project is anticipated to be less than $10,000,000.00. All interested small businesses are encouraged to respond to this announcement no later than January 15, 2010, 4:00 PM AST, by submitting all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT-C/M (ZDale), PO Box 6898, Elmendorf AFB, AK 99506-0898 or via email to zenita.n.dale@usace.army.mil. Interested parties shall register as an interested vendor and submit a capabilities package demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and small business type, (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor, (3) demonstration of the firm's experience within the past five years, by listing the actual construction projects completed. Provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed; a customer contact name and phone number for a customer knowledgeable of the work completed; and (4) attachments cataloging the firm's assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work, including single and aggregate bonding capability. Any solicitation published as a result of this market survey will be synopsized and posted at www.fbo.gov under a separate pre-solicitation announcement.
