- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award will be made on the basis of the low price technically acceptable (LPTA) quote. If any one subfactor under the technical factor is rated Unacceptable, your quote will no longer be considered for contract award. The following factors shall be used to evaluate all quotes: Factor I - Technical. The vendors quote shall show compliance with the ten (10) salient characteristics in the table below: Standard Salient CharacteristicsAcceptableUnacceptable SURGICAL HAND PIECE OSTEO POWER CONSOLE 2i W/IRRIGATION SYSTEM 1. The equipment support a wide range of surgical procedures. 2. The equipment function-specific connectors simplify unit set-up, also preventing improper power cord connections to power console. 3. The equipment allows two surgical hand piece to be operated sequentially 4. The equipment integral safety modes designed will prevent inadvertent hand piece activation. 5. The equipment hand piece connector that will be color-keyed for proper coupling to the power console. 6. The equipment hand piece connectors will have positive lock which prevents inadvertent disconnection during use. 7. The equipmentl allow bi-directional hand piece use. 8. The equipment foot switch controls allowing control from both sides of an operating room table without requiring that the foot switch be moved. 9. The equipment contra Angle Drill that enhances access to surgical site 10. The equipment contra Angle Drill attachment that accepts all standard latch-type dental burs. Factor II Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. EVALUATION STANDARDS. The Quoters technical quote will be evaluated using the following standards for a final rating: ACCEPTABLE: A quote that satisfies all of the Governments requirements with minimal detail to indicate feasibility of the approach and shows minimal understanding of the problems, with an overall moderate to high degree of risk in meeting the Governments requirements. UNACCEPTABLE: A quote that contains a major error(s), omission(s) or deficiency(ies) that indicates a lack of understanding of the problems or an approach that cannot be expected to meet requirements or involves a very high risk; and none of these conditions can be corrected without a major rewrite or revision of the quote. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. SPECIAL NOTE: All offerors must be registered in the Central Contractor Registration (CCR) prior to award, and lack of registration shall make an offer ineligible for award.
