Description
This is a SOURCES SOUGHT SYNOPSIS and PRE-SOLICITATION NOTICE. The Sources Sought Synopsis responses will be used for market research and preliminary planning purposes. This announcement will also include a pre-solicitation notice for Human and Institutional Capacity Development (HICD) services. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS OR NOTICE. No reimbursement will be made for any costs associated with providing information in response to this synopsis, notice, or any follow-up information requests. I. SOURCES SOUGHT SYNOPSIS The purpose of the sources sought synopsis is to gain knowledge of the interests, capabilities, and qualifications of members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and provide HICD services. Small businesses may want to consider joint ventures or subcontract partnerships with other small businesses. Further, small businesses may consider subcontracting with large businesses as long as the small business performs a minimum of 50% of the work. Interested small businesses should review and understand the requirements in Federal Acquisition Regulations (FAR) Part 19 and clause 52.219-14, Limitations on Subcontracting. The attached statement of work (SOW) specifically addresses each of the following HICD components and services:  Ongoing expert HICD consultation to USAID's Missions worldwide  Developing local Human Performance Technology (HPT) or Human Performance Improvement (HPI) certified expertise  Planning and coordinating HICD initiatives, including partner organization selection  Conducting performance assessments  Developing performance solutions packages  Implementing performance solutions  Establishing institutional performance monitoring systems In the response to the Sources Sought Synopsis an interested firm must be able to demonstrate its capability and the related experience and ability to perform the tasks described in the SOW. Responses must include: 1) A two-page narrative capability statement including the firm's relevant work and prior work experience addressing each contract line item (CLIN) in the SOW. The firm must demonstrate their experience utilizing Human Performance Technology (HPT) or Human Performance Improvement (HPI) certified personnel, as accredited by either the International Society for Performance Improvement or American Society for Training and Development. The narrative shall include past experience in carrying out such work using HPT or HPI-certified staff. The firm must also address their ability to perform in an international development context setting including interventions with host governments and partners, and 2) A one-page narrative corporate overview including contact information, a statement identifying the firm's status as a small business - e.g. 8(a) firm, WOSB, HUBZone, VOSB, or SDVOSB. In addition, firms pursuing partnerships or sub-contracting arrangements should provide information on their partners or subcontractors and their respective roles within the proposed partnership or subcontractor arrangement. Any organization responding to this Sources Sought Synopsis should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform this work. Written capability statements must be received no later than January 15th, 2010 by 12 pm Eastern Standard Time. These submissions must be submitted by E-mail ONLY to hicd2010@usaid.gov. In the subject line of submissions include: Sources Sought Synopsis - HICD. Inquiries and telephonic, facsimile, and hand carried submissions will not be accepted. II. PRE-SOLICITATION NOTICE The United States Government, represented by the U.S. Agency for International Development (USAID) Office of Acquisition and Assistance (OAA) in Washington, D.C., intends to issue a Request for Proposals (RFP). The purpose of the RFP will be to solicit HICD services for the Bureau of Economic Growth Agriculture and Trade (EGAT) to support bureaus and missions worldwide. The attached SOW identifies the HICD services that will be required for this RFP. The anticipated release date of the RFP will be in January 2010. USAID intends on awarding multiple Indefinite Quantity Cost-Plus-Fixed-Fee contracts. The maximum contract value is approximately $200 million. The RFP will be posted on FedBizOpps web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requester. No phone requests will be accepted and no solicitation will be available for pick-up.
