- THIS IS A REQUEST FOR INFORMATION ONLY. The Department of the Army, Mission and Installation Contracting Command, Directorate of Contracting, Fort Lewis, WA is seeking information from accredited educational institutions for preliminary planning purposes. This is not a Request for Proposals. Solicitation number W911S8-10-R-0009 has been assigned to track responses to this synopsis. Information gathered as a result of this synopsis will be used to identify sources that are interested and capable of performing vocational training services at the Northwestern Joint Regional Correctional Facility (NWJRCF) located at Fort Lewis, Washington, and to obtain input to refine the Performance Work Statement (PWS) prior to soliciting offers. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Description of Services: Contractor shall furnish all labor, supervision, instructional materials and incidentals to plan and implement four vocational training programs in the areas of Woodworking/Cabinetmaking, Horticulture/Landscaping, Barbering and Culinary Arts for prisoners confined at the NWJRCF. A draft Performance Work Statement is attached. Potential offerors are invited to submit comments and suggestions to assist the Government to improve the clarity and completeness of this document for the intended purpose. The anticipated procurement will be a firm fixed-price requirements contract, with a potential duration of five years including a base period and four one-year option periods. The NAICS contemplated for this requirement is 611519 with a size standard of $7.0 million. Responses to this notice should cite the above solicitation number and include institution/organization/company name, DUNS number, address, and point of contact; and a service capability statement outlining past and current experience, and readiness to provide these services in the near future. Responses to this notice must be submitted in writing (email or fax) and received not later than January 15, 2010 by 10:00 AM. No telephone inquiries will be accepted. A solicitation for offers is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
