- RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, National Operations Center (NOC), intends on utilizing an existing previously competed, Single Award BPA for GCDB and Land Records Services to procure services for New Mexico GPS Corner Collection. The BPA being utilized is L07PD04989, and was awarded to Premier Data Services through GSA contract number GS-35F-0418K. This opportunity is only available to the current contract holder. This notice is not a solicitation for offers. The Request for Proposal (RFP) package will be sent to the designated BPA contractor. This acquisition falls under North American Industry Classification System (NAICS) Code 541370 and Product Service Code D315. Any questions regarding this notice must be submitted in writing by email to Chad Hepp, Contracting Officer, at Chad_Hepp@blm.gov. Below is a general description of the services required. Under the American Recovery and Reinvestment Act (ARRA) of 2009, the New Mexico BLM has been tasked with ensuring positional mapping accuracy of records and boundaries in support of renewable energy development. The Bureau of Land Management has been compiling survey information and GPS positions to accurately portray the Public Land Survey System in support of parcel based recordation, as well as analysis and display of geographic information. This information known as the Geographic Coordinate Data Base (GCDB), has been assembled in a series of ascii flat files which is converted to a GIS format to support stakeholders and customers of the information. The geographic location of the identified renewable energy townships, is primarily in areas having the potential for renewable energy in support of the current administrations energy priorities and in the transmission of that energy. This work will include the research of survey information for each corner in preparation for recovering survey corners and measuring their positions with survey grade GPS receivers. Research may be conducted on federal, state, or private/local government survey records. Work shall include research that is needed to efficiently locate, record information, and measure the location of survey corners or boundary locations. Only one coordinate pair in North American Datum 1983 (NAD 83), is needed for all rectangular or non-rectangular corners. The accepted GPS measurements will be used for control in the GCDB. Digital photographs of found monumentation as well as other evidence such as bearing trees etc. shall be collected. This work shall be performed for 1095 corner positions. Remonumentation of government corner positions is not allowed under this award. Monuments shall be described as found and not rehabilitated. The contractor will not use accessories to establish a corner position, but accessories may be used to verify that a monument is in the position of record.
