Task Order R10PD80R02, Contract GS-10F-0050UBureau Project 13.000TAS::14 0681::TASAward Amount $1,064,160.00Award Date 12/31/2009Vendor Name Address: ECOANALYSTS INC, DUNS 005593470, 1420 S BLAINE ST STE 14, MOSCOW, ID 83843-3973Project Description: Environmental services to support Reclamation and Development Program for the Detection of Dreissena Species: Zebra/Quagga Mussels in Reclamation Water Systems. A determination has been made that a Labor Hour task order is appropriate for this acquisition and that no other contract type is suitable. The elements of consideration, prescribed by FAR 12.207 to be used as guidelines to assess whether or not a labor hour contract is appropriate for this acquisition and that no other contract type is suitable, and the facts related to this acquisition are as follows: a. Market research has revealed this service is s commercial service. There are several potential sources available under GSA Schedule 899 Environmental Services Firms. b. In this particular situation, it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence because work load is dependent upon biological factors which affect spawning such as water temperature, and the number of positive findings. Additionally, work requirements will be susceptible to weather conditions and reservoir accessibility, neither of which, the government nor the contractor can reasonably anticipate in advance. c. In order to maximize the use of firm fixed price this delivery order will utilize pre-priced firm fixed price hourly labor rates and will include a ceiling price based on the best estimate of the number of hours that the contractor exceeds at its own risk. The contractor shall be required to notify the government immediately when the total amount invoiced is expected to exceed 75% of the total amount of the order. Estimated travel-related costs and any other direct costs not covered in the labor hour rates will be reimbursed based on allowable costs in accordance with Federal Travel Regulations. d. There will be adequate Government surveillance of contractor performance conducted by Reclamation's Contracting Officer's Representative (COR). The COR will monitor the contract employee's training performance, productivity, and ability to produce a high quality of performance on a monthly basis. Results of these activities will be recorded and reported to the CO.
