Description
Exhibit Construction Management and Miscellaneous Design Services, New Education and Administration Center project, Fort McHenry National Historic Site and Shrine, Baltimore City, Maryland, FOMC 014869. General: The National Park Service, Department of the Interior, intends to negotiate a sole source, commercial services contract with Haley Sharpe Design Ltd (Haley Sharpe), to acquire exhibit construction management and miscellaneous design services as described below for the New Education and Administration Center project at Fort McHenry National Historic Site and Shrine. The NAICS code for this requirement is 541490, size standard $7,000,000. Performance period is from approximately January 2010 through October 2010. The intent of this contract is to provide exhibit construction management and miscellaneous design services, specifically: shop drawing and submittal review; related office services and site visits for associated project meetings, requests for information, change orders, miscellaneous design services, close-out documents, and requests for completion; audio visual and interactive media review and coordination; exhibit fabrication and installation inspection services. The work requires personnel that is familiar with the exhibit design evolution and understands the requirements and inherent construction challenges uniquely involved with the exhibits for the New Education and Administration Center project at Fort McHenry National Historic Site and Shrine. Haley Sharpe has previously provided all the interpretive and exhibit design and audio visual design services for this project as a subcontractor to Grieves Worrall Wright and O'Hatnick (GWWO). The work included the preparation of the drawings and specifications pertaining to all the exhibits and audio visual programs related to this project. As a result of this work, the National Park Service in conjunction with the City of Baltimore and the state of Maryland have been working together since early 2005 and have agreed upon the appropriate concepts for this site. This acquisition is being conducted under the procedures of FAR 5.201 and 6.302. The subsequent contract will be negotiated in accordance with FAR Part 12 and FAR Part 15. The Government believes that the identified contractor is the "only one responsible source" as defined by FAR 6.302-1 for the required services. Firms that believe they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer. Primary Services Required - Submittal Review: Provide submittal review including specification Divisions 02 through 16, review shop drawings, samples, mockups, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the construction contractor to explain in detail specific portions of the work required by the contract. Review and recommend approval or rejection of all submittals after thorough review of the construction documents and applicable standards and codes. Verify conformance with the drawings and specifications. Office Services: As needed, participate in a variety of meetings, prepare minutes, and provide technical assistance and support to the COR during exhibit fabrication. Audio Visual (AV) and Interactive Media review/Coordination: Oversee and recommend approval of AV and interactive producers' work, along with the Park, to ensure coordination with exhibit design components and adherence to interpretive messages. Site Visits and Inspections of Exhibit Fabrication and Installation: Inspect the work of the exhibit fabrication, AV or interactive program contractors for progress, workmanship, and conformance with the Contract documents and existing codes. Required Disciplines include but are not limited to Architectural Designer, Exhibit Designer, Exhibit Planner, Graphic Designer/Illustrator, Text Editor and Audio-Visual Specialist. Incidental services are CADD drafting and work processing may be required in the performance of specific project requirements. Firms who believe they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements via submission of Standard Form 330, Parts I and II. This notice is not a request for competitive quotes. All responses received within 15 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will only be accepted by mail to: National Park Service, Denver Service Center, Attn: Robin Fuchs, Contract Specialist, 12795 W. Alameda Parkway, Lakewood, CO 80228. Responses should include the completed SF330- Parts I and II, the firm's Dunn and Bradstreet number, and identification of the firm's business size in accordance with the size standard.
