- This is the sole source justification for FA4861-10-R-B010. The 99th Contracting Squadron on Nellis AFB, Nevada anticipates awarding a sole source contract to Bluebird Communications to provide the following: Official Television and Internet Service on Nellis AFB and Creech AFB in Nevada. The intended agreement period is for eight months from 01 February 2010 to 30 September 2010. A new solicitation will be posted, estimated on 01 April 2010, for services starting on 01 October 2010. The North American Industry Classification Code is 515210, size standard $13.5 million. The Government intends to solicit and negotiation with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). A determination not to compete this proposed agreement based upon the response to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements.
