DESCRIPTIONFence SuppliesBighorn Canyon National Recreation Area12/31/2009 1) GENERAL INFORMATION This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1320109037. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through the current FAC and are available in full text through Internet access at http://www.arnet.gov/far. This acquisition is a 100% small business set-aside. The National Park Service encourages the participation of veteran, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 332323 with a size standard of 500 employees. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). QUOTES ARE DUE for this combined synopsis/solicitation on January 15, 2010 at 1:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service, Bighorn Canyon National Recreation Area, ATTN Contracting Office. Quotes may be faxed to 406-666-2415 or emailed to Jay_Tobin@nps.gov; no oral quotations will be accepted. Quoters must furnish their company name, DUNS number, address, phone and fax number, email address, and official point of contact. All quotes must be signed by authorized company official and dated. All questions regarding this solicitation should be emailed to Jay_Tobin@nps.gov. No telephone questions accepted. 2) STATEMENT OF WORK Bighorn Canyon National Recreation Area has a requirement to procure fencing materials to be delivered per the attached specifications for installation by the Government. The delivery site for these materials is located approximately 25 miles northeast of Lovell, Wyoming on Highway 37. The Government reserves the right to award on a multiple or an all or none basis. Contractors are NOT required to quote on multiple/all items. Any award(s) resulting from this solicitation will be a Firm-Fixed-Price type contract. Quotes must indicate which line item(s) are included. Performance will be completed within 30 days of Award. Deliveries must be made Monday-Thursday, between 7am and 4:30pm (Mountain Time), excluding national holidays. Any quote provided should only include the cost of material and delivery to Bighorn Canyon NRA; Bighorn Canyon staff will provide the labor for installation. The following is a description of the requirement: Line Item 0001: Continuous Steel Fencing. The Government is requesting quotes for 1,200 feet of heavy duty continuous fence and ten heavy duty steel gates per the attached specifications. Line Item 0002: Steel Contour Fence System. The Government is requesting quotes for 1,100 feet of continuous contour fence system per the attached specifications. Line Item 0003: Steel Pipe and Drill Stem Fencing Material. The Government is requesting quotes for 2,000 feet of 2 3/8" (OD) new or new reject, steel drill stem, 150 each 9-ft long x 4.5" OD new or new reject, steel pipe, and 32 each 20-ft x 4.5" OD new or new reject, steel pipe per the attached specifications. Line Item 0004: Wooden H-Brace Fence Posts. The Government is requesting quotes for 50 each 9-ft long x 5" diameter treated wood fence posts per the attached specifications. Line Item 0005: Steel T-Posts. The Government is requesting quotes for 200 each 8-ft heavy duty steel T-posts per the attached specifications. ATTACHMENT 1 - Continuous Steel Fencing Bighorn Canyon NRA is requesting quotes for 1,200 feet of five rail heavy duty continuous fence, and ten heavy duty steel gates. The continuous fence will be welded to vertical steel posts to construct a live stock corral. The material must meet the specifications listed below. Heavy Duty Continuous Steel Fencing -Sections must all be the same length, a minimum length of 16' and a maximum length of 24' (or any even length between 16' and 24').-Must be constructed using a minimum of 16gauge steel tubing of 1 5/8" OD. -Must have a minimum of five horizontal rails, evenly spaced. Overall height should be 48" from the top of the top horizontal rail to the bottom of the bottom horizontal rail. (A drawing is available upon request.) - Sections must have vertical supports that are no more than eight feet apart.-Must include pin, clamp, or sleeve connectors that connect each section together end to end.-Joints must be notched and welded all the way around the joint. Heavy Duty Steel Gates-All gates must match the design of the continuous fence, including rail spacing. The bottom of the gates will be mounted 10" above the ground, and the top of the gate must match the finished height of the corral system that will be 66" above the ground. -Must be constructed using a minimum of 15 gauge, steel tubing, and include vertical supports notched and welded to the horizontal rails.-All gates must include chain latches and heavy duty weld on hinges that will fit a 4.5" OD post.-Joints must be notched and welded all the way around the joint.-7 gates will be 12' in length (w/ 2 vertical supports evenly spaced).-1 gate will be 8' in length (w/ 1 vertical support centered in the gate).-2 gates will be 14' in length (w/ 2 vertical supports evenly spaced). ATTACHMENT 2 - Continuous Contour Fence System Bighorn Canyon NRA is requesting quotes for 1,100 feet of a steel continuous contour fence system (with a corrosion resistant coating), material only. See following drawing for general configuration. The material must minimally meet the specifications listed below.Continuous Contour Fence System-1,100 linear feet of a 6-rail steel continuous contour fence system, with a corrosion resistant coating.-The fence must be a post and 6 rail system, not panels.-The fence posts will be set on 8'centers, and must be a minimum of 15 gauge, and 8 ft long. With a single post system, the posts must have a minimum outside diameter of 3". With a double post system in which the rails run between the two posts, each post must be a minimum of 15 gauge steel of 1 5/8" outside diameter and be able to be set in concrete, in a 9 inch hole.-Must include 4 gate posts that are 4" diameter (hinge side) heavy wall steel, and will easily hold the weight of a 16' gate.-The fence must be a six rail system. The rails should be evenly spaced, made from at least15 gauge steel tubing with a minimum of 1 5/8" OD. The finished height of the fence should be 5.5' (66 inches). -The system must include two 16' and two 10' heavy duty gates made from a minimum of 15 gauge steel tubing, that include heavy duty hinges, latches, and match the design of the fence system's rail spacing and height.-The fence system must be designed to flow with the contour of the ground and maintain a smooth top line.-The fence system must be easily assembled using nuts and bolts or self tapping screws, with no welding or drilling required.-The system must include fittings that accommodate two 90 degree and four 45 degree corners. A layout drawing is available upon request.-The fence must include all mounting hardware, brackets, connecters, and an installation guide. ATTACHMENT 3 - Steel Pipe and Drill Stem Fencing Material Bighorn Canyon NRA is requesting quotes for, 2,000 feet of 2 3/8" (OD) new or new reject, steel drill stem, 150-9' long X 4.5"(OD) new or new reject, steel pipe, and 32-20' X 4.5" OD new or new reject, steel pipe. The material must minimally meet the specifications listed below. Drill Stem (2,000')-Must be 2 3/8" OD, 0.190 wall thickness/schedule 80, new or new reject, steel drill stem.-Must not have seams.-Must have threaded ends (upset ends/EUE).-Must be within a range of 24' to 35' in length. 9' Steel Pipe (150 ea)-Must be 4.5" OD, schedule 40, new or new reject, steel pipe.-Must not have seams.-Must be pre-cut in lengths of 9ft. (May be saw cut or torch cut) 20' Steel Pipe (32 ea)-Must be 4.5" OD, schedule 40, new or new reject, steel pipe.-Must not have seams.-Must be pre-cut in lengths of 20ft. (May be saw cut or torch cut) ATTACHMENT 4 - Wood H-Brace Fence Posts Bighorn Canyon NRA is requesting quotes for 50 - 9' long X 5" diameter treated wood fence posts. The material must minimally meet the specifications listed below.Treated Wood Posts (50 ea)-Must be Chromated copper arsenate (CCA) pressure treated and meet the American Wood Protection Association (AWPA) standard spec C.40.-Must be 9' in length and 5" in diameter +/- ". ATTACHMENT 5 - Steel T Posts Bighorn Canyon NRA is requesting quotes for 200- 8' heavy duty steel T-posts. The material must meet or exceed the specs listed below.Heavy Duty Steel T-Post (200 ea)-Must be 8' in length -Must be rated heavy duty 1.33 lbs/ft.-Must include a minimum of five wire clips per each post-Must be dark green in color.
