Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, Puget Sound Health Care System, 9600 Veterans Drive, Tacoma, WA 98493. 2.Description of Action: This is a request for other than full and open competition for General Electric Healthcare to relocate one GE LightSpeed Pro 16 CT Scanner, from the first floor to the second floor of Building 81 at American Lake, Tacoma, WA. The move is scheduled to occur on or about January 8, 2010 and the estimated time to complete this requirement is eight days. 3.Description of Supplies or Services: Minor Project 663-341 is remodeling the Radiology Clinic in Building 81 at American Lake, Tacoma, WA. This contract will utilize construction project activation equipment funds to move the CT scanner from its current location to the remodeled space. The vendor will test, de-install, remove, relocate, re-install, and calibrate one GE LightSpeed Pro 16 CT Scanner. 4.Statutory Authority: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: The statutory authority allowing use of other than full and open competition for this requirement is 41 U.S.C. 253(c) (2), Unusual and Compelling Urgency. General Electric Healthcare is the service vendor for this CT Scanner and provides all maintenance and service, including moves. General Electric Healthcare provides unique knowledge of the equipment; no other company makes this model of scanner or provides replacement parts and service. 6.Actions to Promote Competition: None. This is a proprietary system with very limited sources. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $40,518.00, which is a ten-percent discount based on GE's current published price list. 8.Market Survey (FAR 10): General Electric Healthcare is the only company certified to perform these services on this equipment. 9.Other Considerations: None. 10.Statement of Actions to Overcome Barriers to Competition: In the event of future requirements, market research will be conducted for potential contractors that are authorized to provide relocation services for the GE LightSpeed Pro 16 CT Scanner. 11.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. //SIGNED//12/1/2009 _____________________________________________________ Tracy BrownDate Project Engineer VAPSHCS 12.Approvals in accordance with FAR 6.304 a.Contracting Officer's Certification: (required) I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. //SIGNED//12/8/2009 _____________________________ ________________________ Craig S.
