Description
DESCRIPTION: VA Illiana Health Care System, IHCS VAMC, Danville, IL, anticipates soliciting bids and consequently awarding a firm fixed price contract for Recovery Act Project No. 553-09-116, Infill 7th Floor for Future Use at the John D. Dingell VA Medical Center, 4646 John R Street, Detroit, Michigan 48201. The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation is 100% set aside for Service Disabled Veteran Owned Small Business Concerns capable of performing the required work. The SDVOSB must be small under relevant North American Industrial Classification Standard (NAICS) code and MUST be registered in the following websites: http://vets100.cudenver.edu, http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Bidders MUST ensure registrations in these websites are correct, current, accurate, and have not expired. The Contracting Officer is not responsible for this information. Insufficient responses from Service Disabled Veteran Owned Small Businesses will result in exploration of other set-aside possibilities or advertised as full and open competition. The contractor shall furnish all labor, materials, tools, equipment and necessary supervision to infill of approximately 32,000 square feet for outpatient mental health clinics in an unoccupied area of the building including minor demolition of existing storage areas, a portion of the interstitial space, and utilities, construction of new partitions and doors, installation of interior finishes, new electrical power, lighting and communications, new HVAC equipment, ductwork and controls, sprinkler system and plumbing. Contractor will be responsible for all trades, with coordination required with the VA for connections to existing systems, safety and infection control within an occupied primary care facility. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). The performance period is estimated at this time to be 245 calendar days after receipt of Notice to Proceed. Magnitude of construction is expected to be between $1,000,000 to $5,000,000. Applicable NAICS code is 236220, size standard is average annual receipts of $33.5 million for preceding three years. Solicitation No. VA-251-10-RA-0061 will be available on or about 1/15/10 with a bid due date of 2/16/10 at 10 am local time. The bid opening will be held in Room B5227A at the John D. Dingell VA Medical Center, Detroit, MI. This date is not firm and may change due to events beyond our control. Pre-bid conference and site visit information will be provided upon issuance of solicitation. Only one site visit will be conducted. Dissemination is limited to electronic medium and VA will not provide hard copies. Bidders are responsible for obtaining any amendments to the solicitation from this website. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice.
