Description
RECOVERY - TAS: 14 2302 ::TAS Project 9YH52006 RECOVERY ACT Request for Proposal (RFP) Solicitation document number RA001110022 is issued for the Theodore Roosevelt School, Dorm Bldg. #231, Window Replacement Project, Fort Apache, Navajo County, Arizona. The Government intends to issue a Fixed Price contract award as a result of this solicitation. The solicitation document is available by written request (Fax No. 602/ 379-6763, Attention: Paul Robinson, Contract Specialist), or by e-mail request to paul.robinson@bia.gov. Also, the solicitation document is available on fedbizopps, however, the drawings are not available on fedbizopps - send written request to obtain the drawings to the Fax No. 602/ 379-6763, Attention: Paul Robinson, Contract Specialist, or by e-mail request to paul.robinson@bia.gov. Telephone requests to obtain the RFP package will not be accepted. Requirement: The contractor will provide all labor, materials, tools, equipment, transportation / delivery / FOB shipping, permits and fees, and supervision for proposed Statement of Work and Drawings to replace individual glass panels and glazing with new 1/4" thick glass and new glazing; clean and use existing glass panels; estimated 40% of the total panels to be replaced; replace aged, rusted and broken casement windows with complete window units; estimate 5% of the steel sash casement windows to be replaced; all work is to be completed in strict compliance with the Specification, Drawings and design. It is to be understood that the existing original casement windows are an integral feature of the dormitory; the replacement with any other than identical casement windows would be a violation of the Secretary of Interior's Standards for Historic Preservation and would result in an unacceptable negative impact on the building and surrounding Historic District. The project site is the Bureau of Indian Affairs, Theodore Roosevelt School, Dormitory Building No. 231, Navajo County, Fort Apache, Arizona, USA. Potential offerors are urged and expected to inspect the project site where the work will be performed This solicitation is funded by the American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, and contractor shall comply with ARRA statute and all applicable laws, regulations, provisions, policies, procedures, and clauses, including but not limited to meeting the reporting requirements of Section 1512 of the ARRA, and other accountability and transparency conditions. The solicitation is FULL AND OPEN COMPETITION; the procurement method is Negotiated / Request for Proposal (RFP) procedures under FAR Part 15 and 36. The Issue/Release of the RFP solicitation document number RA001110022 is December 31, 2009. This project is classifed under NAICS Code 238150, and has a size standard of $14.0 Million. NO BID BOND IS REQUIRED. 100% Performance and Payment Bonds and Certificate of Insurance are required after award of contract. After release of the RPF document, all technical questions must be submitted in writing at least ten (10) calendar days prior to the established Closing Date of January 28, 2010. Central Avenue, 4th Floor Mailroom, Phoenix, AZ 85004-3050. Award will be made to the Offeror (1) whose proposal is technically acceptable, and (2) whose technical/cost relationship is the "Best Value" to the Government. The Government reserves the right to make technical/price trade-offs that are in the best interests, and "best value" to the Government.
