- PRE-SOLICITATION NOTICE *This project is funded by the American Recovery and Reinvestment Act (ARRA) of 2009, Public Law 111-5* Description: The Department of Veterans Affairs, National Energy Business Center (VA-NEBC), 4141 Rockside Road, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the design and construction of a utility metering system to read, accumulate, and communicate utility data in 15-minute intervals. The contractor shall furnish all labor, design, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to general construction, alterations, mechanical, plumbing, fire protection, utility systems, asbestos abatement, necessary removal of existing structures, construction, and certain other items. The work performed will be at Department of Veterans Affairs (VA) facilities located in Veterans Integrated Service Network (VISN) 7. The applicable Veterans Health Administration (VHA) facilities are located as follows: 1.1670 Clairmont Road, Decatur, GA 30033 2.700 S. 19th Street, Birmingham, AL 35233 3.1826 Veterans Boulevard, Dublin, GA 31021 4.2400 Hospital Road, Tuskegee, AL 36083-5001 5.215 Perry Hill Road, Montgomery, AL 36109-3798 6.1 Freedom Way, Augusta, GA 30904-6285 7.109 Bee Street, Charleston, SC 29401-5799 8.3701 Loop Road, East, Tuscaloosa, AL 35404 9.6439 Garners Ferry Road, Columbia, SC 29209-1639 The applicable National Cemetery Administration (NCA) facilities are located as follows: 1.1700 Clairmont Road 4th floor, Decatur, GA 30033 2.3133 Highway 119, Montevallo, AL 35115 3.1601 Boundary Street, Beaufort, SC 29902-3947 4.803 E National Cemetery Road, Florence, SC 29501 5.4170 Percival Road, Columbia, SC 29229 6.553 Highway 165, Seale, AL 36856 7.2025 Mount Carmel Church Lane, Canton, GA 30114 8.500 Washington Avenue, Marietta, GA 30060 The applicable Veterans Benefit Administration (VBA) facility is located as follows: 1.3445 Perry Hill Rd, Montgomery, AL 36109 The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) as described in government-wide numbered note # 29. The applicable NAICS code is 236220 with a size standard of $33.5 million. The solicitation will be issued on or about Thursday, January 14, 2010 and proposals will be due on February 15, 2010 at 4:30PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 365 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. The point of contact is Shaun McWeeny who can be reached by email at shaun.mcweeny@va.gov.
