- This is a combined synopsis/solicitation for Commercial Items in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-10-T-0056, and a firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The anticipated award date is on or about 11 Jan ‘10. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 effective 10 Dec ‘09. This procurement is 100% small business set aside and the associated NAICS code is 611699 with a business size standard of $7 million. The DPAS rating for this procurement is DO-S10. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services CLIN 0001 5 Day Combat Mentorship Training for 15 personnel from 18 Jan - 22 Jan ‘10 Qty - 1 lump sum FOB Contractor's facility Section C Specifications 1. Vendor must provide the following: - Customized training to illustrate the four pillars for mixed martial arts. Course will instruct gross and fine motor and shadow instructor movement in preparation for combative sports. Steady and progressive training exercises will be executed both in physical and psychological techniques throughout course of instruction (COI). COI will address the psychology of combat and understanding of cognitive, affective and psychomotor domains. Special empahsis will be placed on training under adverse and intense conditions in order to prepare students for challenging situations. - Instruction of three (3) basic Tier Integration System (TIS) programs for integrating functional training with other forms of training, such as hypertrophy, bodybuilding, strenght and other vigor training components. Personnel will receive intense, high and yield training to produce maximum results in a short period of time. - Introduction of the five basic modalities used in combative MMA, body weight, medicine balls, stability balls bands/pulleys and dumbbell, and apply advance applications through manipulation of basic modalities. - A program that will expand and explore 3 TIS system for more and complex and accelerated training exercises used in various programs such as, collegiate wrestlers, elite level judokas, BJJErs, MMAers, Olympians, professional boxing and in other professional athlete arenas. COI will also cover tri-plex and quad-plex hybrids and it's sports specific spinoffs. - Instructors that are National Strenght and Conditioning Association (NSCA) Certifified and with experience of training Special Operations Forces (SOF) personnel of no less than 5 years. Student to Instructor ratio must not be more than 5:1. 2. Vendor must submit along with quote a course syllabus and copies of instructors certification. Vendor shall also submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price and extended price. The following factors shall be used to evaluate offers: Past Performance, Technical competence and price. Technical competence and past performance when combined weighs more than price. Government will award this contract based on best value to the government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Except as specified herein, no order, statement, or conduct of Government personnel who visit the contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause in Section I.
