It includes design of a new utility feed configuration, 480V electrical studies, in support of design for a fully redundant (2N) electrical system. The project involves design of utility circuit and 480V electrical distribution system upgrade at Tinker AFB. This design phase will consist of planning, preliminary design, and construction document completion. Consideration may be given to future Contract Administration services depending on funding, quality of design, and design services.. Note: this marks the end of information to be provided in the Synopsis. Information below will be provided upon posting the solicitation / request for qualifications which will be posted on or about December 30, 2009. SCOPE OF WORK The scope of professional services will require at a minimum: Professional Electrical Engineering Services. The scope of work will require at a minimum: construction drawings, specifications, cost estimates, computer-aided design/drafting (CADD) and post construction contract services (PCCS) for new construction project. (a) Base Design Contract: The base requirement for this contract is for Design Development and Contract documents. (b) Project Background: The project involves design for upgrading the electrical distribution system at the Tinker AFB DISA datacenter. The electrical system shall be designed to upgrade the existing system to fully redundant within (2N) standards. This design phase will consist of existing conditions verification and documentation, planning, preliminary design, and construction document completion. Consideration may be given to future Contract Administration services depending on funding, quality of design, and design services. SELECTION The A/E selection will be completed in two stages as follows: Stage I Verification of qualifications and past performance as established in Section M. All documentation shall be in an 8 ½" x 11" format. The assembled content for the Stage I portfolio should be no more than ¼ -inch thick. The portfolio should include the following: a cover letter referencing the Solicitation Number and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Parts I and II. An A/E Evaluation Board consisting of GSA and client representatives will evaluate the submissions. A short list of firms will be invited for the purpose of providing oral presentation(s) to the government. Oral presentations will be conducted on or about February 8 and 9, 2010. The purpose of presentations is to ensure understanding of the project and to resolve any concerns or clarifications required prior to proceeding to Stage II. Upon completion of oral presentations, the short-listed Offerors will be ranked according to the results of the oral presentation. The most highly qualified Offeror will proceed to Stage II. Stage II Request for Proposal will be issued to the most highly qualified Offeror. A site visit will be coordinated, if necessary, to ensure the Offeror has a clear, visual understanding of the requirement and the facility layout. The Offeror will have 30 calendar days to provide a final price proposal. If required, negotiations will commence upon evaluation of the price proposal by the government and are anticipated to occur on or about March 8, 2010. In the event the government cannot determine the proposal fair and reasonable with the most highly qualified Offeror, the next Offeror in rank will be afforded an opportunity to provide a price proposal in accordance with Stage II procedures. This process will be repeated until the government determines an offer fair and reasonable.
