Description
RECOVERY--PRE-SOLICITATION NOTICE FOR THE IMPROVEMENT OF RADIO SITE INFRASTRUCTURE IN THE COUNTIES OF IMPERIAL, MENDOCINO, LAKE, HUMBOLDT, MODOC, LASSEN, SISKIYOU, SAN BERNARDINO, SAN DIEGO, KERN, PLACER, MARIPOSA, MONO AND INYO COUNTIES, CALIFORNIA. THIS PROJECT IS FUNDED FROM THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. THIS PROJECT SHALL BE 8A COMPETITIVE; GEOGRAPHIC RESTRICTION; Per SBA requirements, competition is limited to eligible 8A concerns located within the geographical area serviced by the Sacramento Small Business Administration (SBA) Office. The Bureau of Land Management, (BLM), Department of the Interior, intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract to an eligible 8A concern. The successful contractor shall provide all labor, equipment, supplies, and materials for work to improve radio site infrastructure (approximately 24 sites) throughout California. Work shall include but not be limited to engineering, installation of radio towers, prefabricated buildings, antennas, ice bridges, fall arrest/protection devices, anti-climbing devices, grounding, appropriate surge protection, site work and security (fencing, foundations, signage, demolition, grounding and power system improvements), power systems (including photovoltaic, batteries and generators), removal and reinstallation of existing equipment and appurtenances, retrofitting of towers, and relocation of government furnished tower and building. Structural engineered analyses, calculations and shop drawings shall be stamped by a California registered engineer to include wind/ice load, seismic events, soils and foundation designs, all according to local site characteristics. The North American Industry Classification (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction, with a size standard of $33.5 million. Magnitude of construction is between $1,000,000 and $5,000,000. The anticipated period of performance is 300 calendar days. This announcement serves as the advanced notice for the project, and shall be set aside for eligible 8A concerns located within the Sacramento SBA Office. It is anticipated the solicitation package will be available for download approximately February 01, 2010. To obtain the solicitation and/or amendments/updates for this project, contractors shall register and download from FedConnect (https://www.fedconnect.net).
