Description
This is a synopsis for an 18 foot aluminum river boat, 115 horse power engine, (Mercury Opti Max or equivalent) with a trailer capable of hauling boat and all accessories. This synopsis for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement does not constitute the only solicitation; quotes are being requested and the RFQ may be requested from the Contracting Officer at sevans@usgs.gov or by going to FedBizOps. This procurement is restricted to a 50 mile (approximately), geographical area around the USGS Washington Water Science Center, Lakewood, WA 98499. The U.S. Geological Survey, Washington Water Science Center, Lakewood, WA requires an 18 foot aluminum river boat with trailer. The boat and trailer must meet the following specifications: "Boat Length: 18' "Construction: Aluminum plate."Deck: Flat 1/8", 5052 aluminum plate floor with "Spandex" non-slip coating. Under floor, belly fuel tank, with access panel. 26 gallon capacity."Rear center console: With wind-shield."Bottom Width: 72"."Bottom Gauge: Aluminum with formed longitudinal stiffeners all from 3/16" 5086 aluminum - Heavier gage necessary due to as extreme conditions associated with locations of boat use."Standard dead-rise: 14? with plane shoe for better performance. "Beam: 90" - Wider beam provides more stability for instrumentation equipment and hauling work."Side Height: 28""Inside Freeboard: 26""Side Gauge: 1/8" 5052 Aluminum."Transom Gauge: 3/8" 5056 Aluminum."None"Standard Seating: Three seats. One at console, one in front of console, both with dry storage compartments underneath. One additional seat (removable), front of boat, no storage."Fuel Capacity: 26 gallons."Top: Canvas top with side curtains and back curtain. Forrest green or black in color."ADCP mounts on the port, starboard and bow of the boat. (USGS will provide input on this design)."Marine grade boat horn. FEATURES"Strong 5086 3/16"aluminum bottom and longitudinal stiffeners."Windshield on console."Flat work table in front of passenger seat. Table should be flat with 3 port 12V power supply. Location to be determined after hull is manufactured."Spindle seat in front of table to have a flush mount on floor and be removable."Port and Starboard 12V power supply (1 per) in gunnel near rear (stern)."Self-bailing deck which will drain into 18" X 18" sump."Automatic electric bilge pump, 2,000 GPH."Bow roller for anchor."No paint."Local builder, willing to make additions or repairs as needed. TRAILER The capacity of the trailer will allow for off-road heavy duty use (needed for hauling equipment in boat to remote locations and unimproved boat launches). The desired trailer will have single axle, galvanized, welded steel, w/electric brakes, built-in boat bunks and guide on, LED tail and running lights and spare tire mounted on trailer. MOTOR and RIGGING "Engine: 115 Mercury OptiMax (80 Jet), (or equivalent) outboard/ with hydraulic power trim. 3 star rated passes all EPA standards. "Pump: OptiMax jet AC 115. (Or equivalent) "Dual batteries (marine grade, with 1,000 Marine Cranking Amp capacity), with Perko selector switch. "SmartCraft SC1000 (or equivalent) gauge cluster; includes tachometer, alarms for water in fuel, engine temperature, low oil, battery voltage, hour meter. Separate fuel gauge. "Rotary steering. "Mercury (or equivalent) engine controls with power trim. Offerors shall provide technical specifications of the items quoted, included specs for engine, pump, gage cluster and engine controls. The availability date is no later than April 15, 2010. USGS will call. This synopsis document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-38, dated 10 December 2009. The solicitation number for this procurement is 10WRQQ0067 and is issued as a request for quote (RFQ). This is request is issued as a small business total set-aside procurement. The North American Industry Classification System (NAICS) code is 336611 with an applicable size standard of 1,000 employees. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein.EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable.All offerors must be Central Contractor Registered (CCR) and online representation and certification application (ORCA) must be activated. ORCA registration for on line representation and certification requirements may be viewed via the internet at www.bpn.gov. Information concerning CCR requirements may be viewed via the internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423.
