- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT: This Notice is Provided for Informational Purposes Only. This Opportunity is Open to all qualified Contractors, including contractors under GSA Schedule Numbers 874 1 and 874 6. The purpose of this contract is to provide Program(s) Compliance Audits and Project Management Support Services to the Bureau of Indian Affairs (BIA). The projected Period of Performance for this opportunity is Nine (9) Months. GENERAL INFORMATION AND REQUIREMENTS:The U.S. Department of the Interior, Bureau of Indian Affairs requires the services of a qualified firm to provide Five (5) Professionals who will perform compliance review services for facilities projects funded by the American Recovery and Reinvestment Act (ARRA). Projects will be in various phases of development e.g. planning, design, construction or post-construction. Project compliance reviews will be conducted at various tribal or tribal organization (school board) locations or construction sites throughout the United States. Projects include deferred maintenance backlog work items, facility improvement and repair projects, replacement school projects, and detention facilities projects. Staffing Required (Total of 5 Professionals):The selected Contractor shall provide the services of four (4) full-time compliance review staff, one of which shall serve as team leader for the compliance review staff. The team leader shall represent the Contractor for assignments, communications and daily coordination of work. This team leader is expected to direct the work of the staff in OFMC Albuquerque, as well as staff stationed in Regional Offices. Contractor shall also provide a part-time (1/4 full time equivalent (FTE)) Home Office Executive Manager to provide Contractor's administrative and management oversight of the contract and supervision of contracted staff.. The Contractor's compliance review staff shall meet the following minimum requirements: Bachelor degree in business, accounting or related field from an accredited college/university, or equivalent education/experience. A minimum of 7 years (10 years for Home Office Manager) of experience specifically related to compliance audits or review services of the type specified herein. A working knowledge of facilities planning, design and construction processes for federally funded projects. Familiarity with Federal Grants Management requirements, specifically 43 CFR Part 12, Administrative and Audit Requirements and Cost Principles for Assistance Programs". Familiarity with the technical and programmatic management of grants under these regulations is desired. Familiarity with Indian Self-Determination Act contracting requirements especially 25 CFR Part 900 with emphasis on Sub-Part J-"Construction" and the administration of contracts under these regulations is desired. Skilled in using Microsoft Office (2007) Word and Excel software. Ability to prepare clear, understandable reports, recommendations, analysis, and spreadsheets. Ability to work as a team member and as a self-starter in a cooperative manner.
