Description
Class J&A IAW FAR 6.302-1 The Naval Air Systems Command (NAVAIR) has awarded Order 0081 under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Project Office on an other than full and open competition basis. The order provides for Non-Recurring Engineering for the Baseline Engineering Change Proposal (ECP) V-22-744R1 Mission Kits effort, the Night Vision Goggles Heads Up Display and the Arial Retractable Refueling Probe for the V-22 Osprey aircraft. The order also provides for retrofit parts for the subject ECP. The acquisition was awarded on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing, the original aircraft manufacturer and sole producer of V-22 aircraft, is the only source possessing the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft. Subcontracting opportunities may be available and should be sought with the Bell Boeing Joint Project Office.
