Description
This is a sources sought announcement to seek potential businesses that could fulfill the requirements as described below. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The acquisition will be for one (1) year base period with four (4) 1-year options. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611, Administrative Management and General Management Consulting Services. The applicable NAICS code 541611 and the Size Standard is $7,000,000. This Sources Sought Synopsis is in support of market research being conducted by the Mission and Installation Contracting Command (MICC) Center Fort Bragg to identify potential business sources for administrative and support personnel throughout the Vaccine Healthcare Centers (VHC) Network. Locations consist of Vaccine Healthcare Centers Network National Headquarters Silver Spring, Maryland; Walter Reed Army Medical Center Regional VHC Washington, DC; Richard E. Shoppe Regional VHC at Naval Medical Center Portsmouth, Virginia; Fort Bragg Regional VHC Fort Bragg, North Carolina; and the Wilford Hall Regional VHC Lack land Air Force Base in San Antonio, Texas. The contractor shall be responsible for providing administrative personnel along with multi-consultative physician services on an as needed basis. These specialty physicians shall be called upon to consult on vaccine adverse events only when required. The contractor shall establish and maintain a list of specialty consultants as required by the National VHC Headquarters. The contractor shall provide a work force possessing the skills; knowledge and training to satisfactory perform the services required. The contractor shall staff all sites in the VHC Network based on position descriptions and other requirements provided by the VHC Network Program Manager. The Vaccine Healthcare Centers Network (VHCN) supports the DoD immunization mission worldwide with a focus on five (5) goals: 1. Provide vaccine-related clinical support, including complex case investigations, case management support and consultations related to vaccine safety, efficacy and acceptability. 2. Support, in collaboration with the Military Vaccine Agency, vaccine safety surveillance, reporting, adverse events registries, and long term follow up of adverse events after immunization (AEFI) and Vaccine Adverse Events Reporting System (VAERS) submissions that involve military beneficiaries. 3. Support the joint MILVAX-directed immunization healthcare education mission to include development and enhancement of educational tools/resources like the Immunization Toolkit and Project Immune Readiness distance learning management system as well as teaching staff support for Immunization University (with global outreach). 4. Support and evolve a platform for clinically focused research related to vaccine safety, efficacy and acceptability as well as adverse events care enhancement. 5. Support, in collaboration with the Military Vaccine Agency, immunization expert consultation activities such as (but not limited to) the National Vaccine Advisory Committee, Centers for Disease Control and Preventive Medicine (CDC)-Immunization Safety Office (ISO)-Clinical Immunization Safety Assessment (CISA) Centers Network, Army Medical Surveillance Activity, etc. The VHCN has become a specialized clinical, educational and research program with multiple regional sites that function as a cohesive Network in support of services (with national and global outreach) for service members, beneficiaries, health care workers, employees (required to received biodefense vaccines) and government officials requiring specialized consultative interagency support. Future sites include Landstuhl AMC in Germany, and Tripler AMC in Honolulu, Hawaii. The DoDs VHC mission is to provide clinical support and leadership for immune readiness and develop programs to enhance vaccine safety, efficacy, and acceptability. Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential sources ONLY. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Please identify your size standard under NAICS code 541611? 2) Is your business one or more of the following: HubZone, 8(a), Service Disabled Veteran Owned Small Business under NAICS code 541611? 3) Please provide a capability statement addressing your firms ability to perform as a prime contractor for the services described. Also list any projects that you were a prime contractor on, that would be similar in scope to the services being requested. Please provide responses to this notice to: heather.clifton@us.army.mil in writing; no later than 2:00 p.m. EST, 15 January 2010. RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT WILL NOT BE CONSIDERED AS A RESPONSE TO ANY SOLICITATION, A REQUEST TO BE ADDED TO A PROSPECTIVE OFFERORS LIST, OR TO RECEIVE A COPY OF ANY SOLICITATION.
