- Request for commens to attached draft Statement of Work for the Supply Chain Management in Malawi See attached for additional information USAID/Malawi invites comments and questions from interested parties on the attached draft Statement of Work (SOW). We will consider the comments that we will receive as we finalize the SOW for a Request for Proposals (RFP). USAID anticipates issuing the RFP in the near future. Any questions or request for clarifications arising from this draft SOW, will responded to through www.fbo.gov. The purpose of the proposed Contract resulting from this draft SOW is to provide technical assistance and services to improve supply chain logistics, commodity security, and the rational use of medication through the effective implementation of an appropriate combination package of interventions. The contractor will be responsible for working collaboratively with the Government of Malawi and other key partners to strengthen the Government of Malawi's capacity and performance in managing the key components of the supply chain and pharmaceutical management including, forecasting and quantification of program needs, procurement, quality assurance, storage and distribution to end user health facilities, and monitoring and evaluation, including logistics information management systems at all levels of the supply chain. This is not a request for proposals. This pre-solicitation notice is being posted to solicit comments and questions in order to identify and resolve concerns regarding the approach presented in this draft SOW. USAID reserves the right to incorporate suggestions and comments and/or to reject suggestions and comments on the draft SOW. Comments must be provided via e-mail to proposals@usaid.gov no later than the closing date and time stated above. All submissions must be marked clearly with the solicitation number "674-10-012", to the attention of Beatrice Lumande. Issuance of this draft SOW does not constitute an award commitment on the part of the U.S. Government. Furthermore, the US Government reserves the right not to issue an RFP if such an action is considered to be in the best interest of the U.S. Government.
