- U.S. Army Corps of Engineers (USACE) plans to issue a Request for Proposal (RFP) for the construction of a Command Control Communication Computers Intelligence Surveillance Reconnaissance (C4ISR) Depot Maintenance Facility. The proposed procurement is 100% Small Business Set-Aside with NAICS code 236220 with a size standard of $33.5M. The construction of the Command Control Communication Computers Intelligence Surveillance Reconnaissance (C4ISR) Depot Maintenance Facility will be located at Tobyhanna Army Depot Pennsylvania. The solicitation will be available on or about 18 December 2009 with proposal due on or about 19 January 2010. Estimated cost of the construction will be between $1M and $5M. Construction duration is 360 days. The requirement will be for the renovation of existing maintenance facilities that will relocate depot maintenance workload from Seal Beach to TYAD. Construction and installation tower is necessary in order to perform operational testing of specific radar systems at Seal Beach; and an existing bay (40,000 sf) within TYAD's maintenance complex requires relatively minor facilitization to permit the set up, repair, and testing of various systems and their associated pedestals. The bay is available for use, but requires selected upgrades to the electrical power, lighting, floor coating, air system, and other characteristics. The facility will also require installation of a crane for efficient material handling of end items and sub-assemblies. All qualified responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format on or around the 18th of December 2009. After issuance of the solicitation, contractors may view and/or download the solicitation and all amendments. Plans and specifications will not be available in paper format. Oral Communications are not acceptable. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). You must be registered with the Central Contractor Registration Database (CCR) and Online Representations and Certifications (ORCA) to receive a Government contract award.
