- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format contained in FAR Subparts 12.6 and 13.5 Test Program for Certain Commercial Items, authorizing use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5.5 million, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government anticipates awarding multiple firm fixed price purchase orders for both of the following requirements listed below. The Government reserves the right to award single or multiple awards. The US Army, Army Contracting Command Joint Munitions and Lethality Contracting Center, Soldier WeaponsCenter (CCJM-SW) on behalf of the Office of the Project Manager, Soldier Weapons (PM-SW) in accordance with the National Defense Authorization Act for Fiscal Year 2010 Section 248, Evaluation of Extended Range Modular Sniper Rifle Systems. Solicitation Number W15QKN-10-T-0400 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses, provided in the attached document, are those in effect throughFederal Acquisition Circular FAC 2005-37. It is the responsibility of any interested parties to periodically check for any amendments to this solicitation. NAICS code is 332994. Small business size standard is 1000. The items to be acquired are as follows: CLIN 0001 - Up to Six (6) each commercially available rifles CLIN 0002 - Two (2) complete sets of tools/gauges required to reconfigure the system according to the offerors recommended procedures. CLIN 0003 -up to 3500 rounds of ammunition, per Awardee, in accordance with the requirements stated in the attached Statement of Work. CLIN 0004 CDRLs Quotes. Offerors must comply with all instructions contained in FAR 52.212-1, attached. In accordance with FAR 52.212-2 Evaluation Commercial Items (1999) :( a) The Government will award Purchase Order(s) resulting from this solicitation to the responsible Offeror(s) whose offer(s) conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Past Performance is not a consideration for this acquisition.The following factors shall be used to evaluate offers: (1) Technical Capability of the item offered to meet the Government Requirement, in accordance with the Attached Statement of Work and Clauses; and (2) Price. Technical Capability is more important than price. Delivery will be F.O.B. Origin. Required delivery date will be 30 days after award of contract.
