ANSWERS TO QUESTIONS POSTED DATE: ANTICIPATED JANUARY 8, 2010 PROPOSAL DUE DATE CHANGED FROM JANUARY 5, 2010 TO JANUARY 20, 2010 BY 3:00PM E.S.T. THERE ARE NO OTHER CHANGES TO THIS POSTING: This notice is a combined synopsis/solicitation, prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5 as applicable, and as supplemented with additional information included in the attachment of the Request for Quotation (RFQ). This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2009048-A and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-29, Amendment 1. The North American Industry Classification (NAICS) Code is 541219 and the small business size is $7.5Million. This is a total small business set-aside. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH) is seeking a contractor to support the NICHD with a full range of Institute services: budget activities; risk management practices; workload modeling; analyses, feasibility studies and strategic options to policy and agency regulations; reorganization and planning activities; contracts and grants assistance; and technical evaluation and support for Senior Management (see Description of Tasks within the attached Statement of Work for details). It is the intent of the Institute to award a contract for Base Year (12 months) plus four (4) Option Years. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; FAR52.227-14 Rights In Data General; HHSAR 352.224.70: (b)(f) Confidentiality of Information Clause. 52-204-9 Personal Identity Verification of Contractor Personnel; By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the review and evaluation (see Section IV of the attached RFQ) of the offeror’s quotation that is considered technically superior and with an overall fair and reasonable price. Offers must be submitted to Ms. Tina Robinson, Contract Specialist, Office of Acquisitions, NICHD, 6100 Executive Blvd., Suite 5ZOO, Rockville, MD 20852 no later than January 20, 2010 by 3:00 P.M.
