- The National Cemetery Administration is soliciting proposals under Solicitation No. VA-786-10-RA-0061 for the following: The contractor shall furnish all labor, tools, materials, and equipment to remove forty-one (41) existing 400 watt metal halide high bay light fixtures from the exposed ceiling areas of the Maintenance Building at the Jefferson Barracks National Cemetery, St. Louis, MO. The contractor shall turnover all removed metal halide light fixtures to the Contracting Officer's Technical Representative (COTR). The contractor shall provide and install forty-one (41) new four (4) lamp fluorescent high bay light fixtures to replace the removed metal halide light fixtures. All electrical installation and connection work shall be in full accordance with the National Electrical Code (NEC) requirements and project electrical specifications. Lighting fixtures shall be in accordance with the following requirements, or approved equal: a.UltraLux 4-Lamp T5 High Bay Fixtures with bulbs and wire guards (model #ULHBT5-446). Replaces 400 watt metal halide 1-for-1 b.Integrated circuit ballast uses only 190 watts c.BlueMax Color Technology Bulbs Included 1.35,000 hour rated life 2.90% lifetime lumen maintenance 3.5900k color temperature d.SmartLite Technology e.No color shift f.11 3/8in. x 4 in. x48in. g.98% Fixture Efficiency h.90% Lumen Maintenance i.Program Start Electronic Ballast System with IC j.Universal Voltage from 110v-277v k.Extreme temperature range from -30C to 90C l.Instant Restrike - no waiting for bulb restarts m.No UV output n.UL and cUL listed o.25 Year Fixture Warranty p.5 Year Ballast Warranty q.2 Year Bulb Warranty Project must be completed within thirty (30) calendar days after the Notice to Proceed is issued. This acquisition is 100% set aside for service disabled veteran owned small businesses. The North American Industrial Classification System (NAICS) Code is 238210. Size standard is $14.0 million. A mandatory pre-bid site visit is scheduled for Friday, January 8, 2010 at 10:00 am, CST at the Jefferson Barracks National Cemetery located at 2900 Sheridan Road, St. Louis, MO 63125. There will be no other scheduled pre-bid site visits. Responses to the solicitation are due by 2:00 pm EST, January 15, 2009. No facsimile proposals will be accepted. Electronic proposals will be accepted provided all documents required by the solicitation are received with the offeror's electronic signature by 2:00 pm EST, January 15, 2009 at Charisse.James@va.gov. Please reference Solicitation Number VA-786-10-RA-0061 on all remittances and electronic correspondences. Any amendments to the solicitation will also be available at the URL address.
