- This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N62306-10-T-4003 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. NAICS Code 314991 and Business Size of 500 employees apply. This action is a total small business set-aside. This requirement is for the purchase of Aracom Miniline, must be Yale Cordage Mfg Part Number 93916SNAV0C008 or equal. The quantity and overall length of the miniline will be: CLIN 0001: Qty of 10 Units at 500 Meters each, CLIN 0002: Qty of 25 Units at 250 Meters each, CLIN 0003: Qty of 25 Units at 100 Meters each. The permissible variation shall be limited to: 1% Percent increase, 1% Percent decrease. This increase or decrease shall apply to CLIN 0001, 0002, 0003. Line will be braided Kevlar with overbraid of Dacron. Nominal diameter will be ¼ inch. A heavy galvanized steel thimble with jacket protection capable of inserting 5/8” shackle will be used to terminate each end. Average breaking strength will be no less than 5,600 lbs. Dry weight will be a maximum of 2.2lb per 100 feet and weight in water will be a maximum of 0.58lb per 100 feet. Line will be delivered on spools, one length per spool and are to be delivered no later than 12 weeks after date of contract, to Receiving Officer, Naval Oceanographic Office, Bldg. 9134, Stennis Space Center, Mississippi 39522-5001. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The provision at 52.212-1 Instructions to Offerors-Commercial applies to this acquisition. The provision at 52.212-2 Evaluation—Commercial items are applicable and evaluation criteria included in paragraph (a) of the provision is lowest-price, technically acceptable. Quotes are to include a complete copy of the provision at 52.212-3 Offeror Representations and Certifications—Commercial Items with this offer. The clauses 52.211-16 Variation in Quantity, 52.212-4 Contract Terms and Conditions—Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, 52.232-36 Payment by Third Party, 52.247-34 F.O.B. Destination applies. This announcement will close at 4:00 p.m. CST on 28 Dec 2010. Quotes are to be submitted to STNS.NAVO.Contracts.FCT@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (Cage) Code, Contractor Establishment Code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be considered for award. All quotes shall include price (s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
