Description
It is the intent of the National Institutes of Health (NIH) to procure software materials on a sole source basis from Gelco Information Network GSD, Inc. specifically, the NIH Business System/Office of the Director (NBS/OD) needs the Gelco Travel Manager Retired Rates Subscription for GTM 8.1 (GTMMISC) for the continuation of support to the current travel processes which are currently implemented under the Travel Manager system. Gelco Travel Manager®'s software license or maintenance subscriptions are not available from any other source. The selected offeror was chosen because of their ability to satisfy the Government's requirement, in a timely fashion and at a reasonable cost; in addition to the fact that the software and required services cannot come from any other sources. The proposed enhancement can be selected by the selected offeror within 3-5 days from issuance of written request. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The GELCO software and services will be ordered via Gelco's GSA Schedule Contract No. GS-35F-4333D. Retired per diem rates are an open market item, however, no other source can provide them. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisition. This is not a Request for Quotation (RFQ), nor is an RFQ available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received in the office within ten (10) calendar days from the publication date of this notice.
