Description
The Naval Surface Warfare Center, Panama City (NSWC PCD) intends to solicit Innovative Professional Solutions of Panama City Beach, FL.32407-4804 for the Safety Support Requirements for the Assault Breaching System Countermine System Program on a sole source basis. This weapon system safety support requires the following expertise and experience from the Contractor: (a) past experience supporting the ABS CMS safety program, including in depth knowledge and technical experience of existing ABS CMS weapon system safety analyses and documentation, as well as, unique system safety issues associated with the CMS weapon system, (b) familiarity and experience providing system safety support and developing weapon system safety documentation for the ABS CMS and similar US Navy weapons systems, and (c) significant experience developing successful data packages and presentations for the US Navy Weapon System Explosives Safety Review Board (WSESRB), Software System Safety Technic! al Review Panel (SSSTRP), and US Air Force Non Nuclear Munitions Safety Review Board (NNMSBB), in support of US Navy weapon systems programs, (d) significant experience in developing US Navy mine weapon system assembly, training, and technical manuals. This acquisition is unsuitable for full and open competition for the following reasons. IPS has the unique capabilities and knowledge required to support this effort. No other vendor holds or maintains the technical expertise in the explosive safety program required to support this high priority safety program. Innovative Professional Solutions is a small business that has supported this effort the last two years. IPS has provided high quality weapon system safety support to the ABS CMS program previously on contracts N61331-09-P-4503, N61331-07-P-3025 and N61331-06-P-2129. It is estimated that getting another source trained and up to speed on this tasking would increase the cost to the Navy by as much as 100%. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. A firm-fixed-price order is anticipated.
