Description
Specification for Dockside Repairs 2010, USCGC LEGARE (WMEC-912) 270 Foot B Class Medium Endurance Cutter, dated November 19,2009/Rev 1) Request for Quotation Package with Schedule B The United States Coast Guard Surface Forces Logistics Center hereby issues a Commercial Request for Quote (RFQ) for Dockside Repairs to the USCGC LEGARE (WMEC-912), a 270 Foot B Class Medium Endurance Cutter. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition is issued as a Request for Quote (RFQ), on December 22, 2009. The RFQ will be issued via the Federal Business Opportunity (FEDBIOPPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SMALL BUSINESS SET ASIDE. The acquisition is Dockside Repairs to the USCGC LEGARE (WMEC-912) homeport in Portsmouth, Virginia. The performance period will be fifty-six (56) calendar days with a start date on or about March 17, 2010 through May 11, 2010. The place of performance will be at USCG ISC Portsmouth, Virginia. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC LEGARE (WMEC-912). This work will include, but is not limited to: The scope of the acquisition is to perform dockside repairs aboard the USCGC LEGARE (WMEC-912). This work will include, but is not limited to: (1-D) Inspect and Test Air Receivers (2-D) Inspect, Repair and Test Air System Valves and Tubing (3-D) Clean shipboard Ventilation Systems, Galley and Laundry (4-D) Overhaul and Repair Steering Systems (5-D) Provide Temporary Logistics (6-D) Provide Support for Performance of Sea Trials (7-D) Inspect SPO Head Deck (8-D) Perform UT Inspection of Deck Plating in AMS 1 (9-D) Overhaul Hangar Door (10-D) Renew Deck Drain Valves and Grates (11-D) Renew Fan Coil Assembly (12-D) Perform Inspection and Maintenance of TALON Helicopter Landing Grid (13-D) Renew Mast Light Fixtures (14-D) Repair 02 Weather Deck (15-D) Renew Hydraulic and Lube Oil Deck Fill Connection (16-D) Renew Fuel Tank Vent Piping (17-D) Renew Fire Station Stuffing Tube (18-D) Renew Helo Net Latch Foundations (A-O) Composite Labor Rate (B-D) GFP Report (C-D) Travel and Perdiem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days (10) from solicitation issuance]. SFLC must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS complaint raster/vector formats (e.g.* DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition, contact the Contracting Official listed below.
