- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is Q11379100015, and the solicitation is issued as a Request for Quotation. The NAICS code is 454312; the associated small business size standard is 50 employees. This solicitation will result in one or more awards of a Blanket Purchase Agreement (BPA), to vendors determined to be responsive and responsible. DESCRIPTION: The National Park Service has a requirement for approximately 28,000 gallons of propane at multiple delivery locations. Vendors must be willing to deliver within two days of notification and in quantities of less than a full truckload. Deliveries must be made Monday through Friday, between 8:00 AM and 3:30 PM, excluding federal holidays. Vendor shall notify the park 24 hours prior to delivery. Delivery tickets are required and must be signed by the NPS receiving official at time of delivery. DELIVERY LOCATIONS: 1) Curecanti National Recreation Area, 102 Elk Creek, Gunnison, CO 81230 - TANK CAPACITY: 8,000 GL 2) Black Canyon of the Gunnison National Park, 10346 CO Highway 347, Montrose, CO 81401 South Rim - 15 miles east of Montrose, via US Highway 50 and CO Highway 347 (limited navigation for tractor trailers). - Visitor Center, TANK CAPACITY: 1,000 GL - Lower Shop, TANK CAPACITY: 200 GL - Maintenance Shop and Apartments, TANK CAPACITY: 1,000 GL North Rim - 11 miles south of Crawford, via CO Highway 92 and North Rim Road - unpaved road (limited navigation for tractor trailers). - Visitor Center, TANK CAPACITY: 300 GL It is recommended that bidders visit the site locations prior to submitting their bids. PRICE: The government will only be obligated to the extent of authorized purchases actually made in accordance with the BPA, and shall only pay for actual quantities received. Each individual order shall not exceed $10,000, and the maximum authorized limit of the BPA shall not exceed $50,000. The performance period will be from January 11, 2009 through September 30, 2010. The BPA will specify individuals authorized to place orders. INVOICE & PAYMENT: The unit price per gallon charged to the Government shall be no more than the unit price charged to the vendor's other customers. The vendor may choose to provide an invoice for each delivery, or a summary invoice can be submitted once per month. If individual invoices are submitted for each delivery, they will be compiled and one monthly payment will be made. If a summary invoice is submitted, the invoice must state the total dollar value and be supported by copies of the month's delivery tickets/receipts. Payment will be made on a monthly basis by electronic funds transfer (EFT). SUBMITTING QUOTES: Any questions regarding this solicitation must be submitted in writing (fax or email) to the point of contact below. Quotations must be received no later than January 5 2010, 2:00 PM Mountain Time. Quotations should include: 1) Current prices per gallon plus applicable fee (ie delivery, etc.)2) Terms of delivery, including whether or not a less than full truckload can be delivered, and the number of days after order is placed that delivery is guaranteed.
