Description
This publication serves as notice of intent to procure service for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), The University of Arizona will provide analysis of artisanal fishing fleet dynamics in the Gulf of California. 1 Provide staff with expertise in economic, social, and political motivations of small scale fishers in the Northern Gulf of California. 2 Provide data from prior monitoring, to be used in developing models of fisher behavior. Data will include more than 15 fisher log books, maps of fishing locations, records of effort and landings from at least 3 ports, and information such as operating costs from more than 20 structured interviews. 3 Analysis of quantitative data of fisher behavior, such as total effort, areas fished, and target species choice. Predictor variables may include economic maximization, social factors, perceptions of poaching, enforcement, social networks, information sharing, etc. 4 Based on analysis, contribute to simulation models of fisher behavior, including testing how well such models reproduce true fisher behavior, and then testing what factors are most likely to change that behavior in ways conducive to sustainable management. Authority for sole-source purchase is 41 USC 253 (c) (1) only one responsible source and no other source will satify agency needs. This notice of intent is not a request for competitve proposals. However, all proposals received within 15 days of this publication of this synopsis will be considered by the government.
