Description
RECOVERY - NOTICE OF INTENT TO SOLE SOURCE FOR A LARGE FORMAT, HIGH SPEED, HIGH RESOLUTION NEUTRON IMAGING DETECTOR SYSTEM RECOVERY – THIS PROJECT IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This Notice of Intent to Sole Source is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR). The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Sensor Sciences, of Pleasant Hill, California for the purchase of a Large Format, High Speed, High Resolution Neutron Imaging Detector System under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Neutron Interactions and Dosimetry Group of the Ionizing Radiation Division of NIST’s Physics Laboratory requires a high resolution, large field of view, low noise neutron imaging detector in order to image proton exchange membrane fuel cells with negligible electronic noise so as to have high sensitivity to liquid water. The required technical requirements of maintaining high thermal neutron (neutron energy of 25 meV) detection efficiency of greater than 15 % with image spatial resolution less than 20 micrometers (as measured with neutrons) is currently only possible through MCP (multichannel plate) based detectors. In addition, the high speed, high spatial (20 micrometers at 10% MTF) resolution resistive anode detectors required for the low electronic noise (less than 0.75 events per second per squared centimeter) and spatial resolution are only available from Sensor Sciences. Further, only Sensor Sciences has publicly demonstrated a neutron imaging detector with spatial resolution less than 20 micrometer and greater than 15 % thermal neutron detection efficiency. Sensor Sciences is the only manufacturer and distributor for the required Large Format, High Speed, High Resolution Neutron Imaging Detector System, and no other suppliers can satisfy NIST’s requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor’s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on January 6, 2010. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The resulting award will be posted on www.fedbizopps.com in accordance with the requirements of the Federal Acquisition Regulation (FAR).
