- *************SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS TOJUDITH DRABKIN, DFI, AT Judith.R.Drabkin@nasa.gov; FAX: 256-544-6560***************NASA/MSFC has a requirement for the purchase of a one year renewable license andmaintenance agreement for Testability, Engineeing and Maintenance Systems (TEAMS)softwareNASA/MSFC intends to purchase the items from Qualtech Systems, Inc. on a sole sourcebasis.Qualtech Systems is the manufacturer and the only distributor of the TEAMSsoftware.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith Drabkin, DFI at Judith.R.Drabkin@nasa.gov; or fax:256-544-3860 no later than 4:30 p.m. CST on December 29, 2009.Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not cceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
