- The U.S. Army RDECOM Contracting Center, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD, 21005, intends to initiate a procurement for hazardous waste treatment and disposal services at Aberdeen Proving Ground, Maryland. This announcement constitutes an official presolicitation notice. The applicable NAICS code is 562211 with a size standard of $12.5 Million. The acquisition will be a best-value negotiated procurement performed using FAR Part 12 and 15 procedures. Proposals will be reviewed for completeness in satisfying the requirements of the Request for Proposal. The proposals will be evaluated on their merit based on the following factors: Technical, Management and Past Performance, Small Business Participation Plan, and Price. The final selection decision will be a best value tradeoff between Technial, Management and Past Performance, Small Business Participation, and Price. This may result in an award to a higher rated and higher priced Offeror, where the decision is consistent with the evaluation factors and criteria outlined in the solicitation. The Technical and Management/Past Performance factors are of equal importance. When combined, they are slightly more important than price and significantly more important than Small Business Participation. The intent is to award a single requirements-type contract for a base and four one-year option periods. Typically, the award consists of a not-to-exceed CLIN for each year for hazardous waste disposal services. The contractor bills the Government based on fixed-unit pricing depending on the waste streams. There are also separate CLINs for emergency spills and project management. The Government has an operational facility at the Edgewood Area of APG and the contractor receives the waste at the Government facility. It is then the contractor's job to safely remove and dispose of the waste in accordance with all applicable laws and regulations. The Government may award a contract on the basis of initial proposals received without discussions; therefore each proposal should contain the offerors best terms. The Government reserves the right to conduct discussions. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov. RFP No. W91ZLK-10-R-0010 will be available on or about 1 April 2010 and proposals will likely be due 30 days from issuance of the RFP. The official media of distribution of the RFP is the web.
