- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for 68 Massif Elements Softshell Jackets and 68 Massif Elements Pants prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W901UZ-10-T0001, is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-38. This requirement is a total small business set-aside. The NAICS code is 315299 All Other Cut and Sew Apparel Manufacturing, Size Standard is 500 employees. This is a brand-name only solicitation; the brand name justification was received from the using organization and approved; the Massif Elements jackets and pants conform to Army requirements, provide comfort, warmth, water-resistance, fire-resistance, and are currently issued to soldiers at mobility stations. Acquisition of the Massif brand ensures standardization of issued protective clothing across the command. Line Items: Massif Elements Softshell Jacket and Pants (Army Elements Fleece) with Army Universal Camouflage Pattern (UCP). Must have Velcro in the same manner as the ACU field uniform. Sizes and Quantities (Jackets 68 total): 4 Medium 24 Large 34 Extra Large 6 Double Extra Large Sizes and Quantities (Pants 68 total): 28 Medium 28 Large 10 Extra Large 2 Double Extra Large The provisions at 52.212-2, Evaluation-Commercial Items apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, delivery time, quality of the product. Quotes will be evaluated and awarded to the offeror that provides best value to the government.
