Description
Sample Task Order SOW for IDIQ Contract. This sample task #1 is to be fully proposed and priced by contractors, as this sample task will be part of the overall evaluation of RFPs. There will be at least one more sample task with the formal solicitation. Pricing Instructions Draft SOW for IDIQ NOAA Request for Proposal (RFP) for Scientific & Technical Support Services IDIQ Contracts DG133E-RP-10-0038 National Oceanic and Atmospheric Administration is planning to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contracts for Scientific and Technical Support Services for use across the NOAA enterprise. A competitive small business set-aside is planned. The primary NAICS will be 541712. The period of performance is for a planned 5 year ordering period. Task orders will be either FFP or T&M (or LH). Orders will range from $3,000 to $100,000,000 per year and will typically be multiple year requirements. Multiple IDIQ contracts are planned to be awarded, task orders will be competed among those firms awarded contracts. The maximum contract value (MCV) for the entire suite of contract is $550,000,000 over the 5 year life of the contracts. NOAA estimates that 2 to 5, more or less, IDIQ contracts may be awarded to the highest qualified firms. The following are attached for your review and to assist in preparing for the formal RFP submittal: 1. Draft baseline IDIQ SOW; 2. Sample Task #1 that will be made part of the RFP submittal requirements; and 3. Pricing Instructions for T&M & LH type orders. Each task order will have a separate SOW that is in scope with the base IDIQ SOW. Performance will be anywhere with NOAA locations: Maryland locations, Wallops Island,VA, Alaska, etc. Travel may be required for some tasks and will be reimbursed at cost. The solicitation RFP will be posted on FBO in January 2010, expect a 30 day turn-around time for proposals. No phone calls or emails desired during this Synopsis/Notification Phase.
