- The U.S. Army RDECOM-Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Special Operations Command (USSOCOM) Program Manager- Special Operations Forces Survival Support Equipment Systems (PM-SSES), Natick, MA has a requirement for a noncommercial, non developmental Modular Integrated Communications Headset Suite consisting of a circum aural high noise, inner aural high noise, low noise and less overt headset. The Government anticipates a 100% small business set aside; it is anticipated that a Solicitation will be released in January of 2010, with complete proposals due approximately 60 days after release. Performance details are listed in the Performance Specification Attachment. The government welcomes comments and suggestions on the Performance Specification and information listed in the presolicitation. The Government anticipates multiple Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) awards but reserves the right to make single awards, multiple awards or no awards. The Government anticipates one five-year ordering period. When released, the solicitation, including all amendments and applicable documents will only be available in electronic medium at US Army RDECOM Natick Contracting Division at https://www3.natick.army.mil. NOTICE: Complete proposals shall contain offerors technical, manufacturability, past performance, price and sub-contracting areas to include certified acoustics testing data and Production Demonstration Models (PDMs) packages. Initial Submissions will require 3 complete PDMs. Any vendor passing Phase I down selects will have 10 Days upon notification of success to submit an additional 12 PDMs for evaluation in Phase II, a user evaluation. The most highly rated vendor/s out of the user evaluation will continue to phase IIB, RF and acoustics testing. Successful vendors out of Phase II will have 10 days to submit an additional 9 PDMs for evaluation in phase II B. The most highly rated vendor/s will proceed to Phase III, compatibility and environmental testing. NOTICE: All risk and costs associated with the preparation, completion, or submission of proposals and PDMs belongs solely to the vendor. PDMs will be returned at the completion of testing in as is condition. NOTICE: All data contained herein is for information only and is subject to change.
