Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6070, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis the brand name X-RAD 320 X-ray irradiation system upgrade, TOUCHRAD multi user control, Motorized sample shelf height adjustment, oil cooling pump, installation, training and shipping from Precision X-Ray, Inc.; 15 Commerce Dr. Unit 1; North Branford, CT 06471. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Radiation Oncology Branch (ROB) plans and conducts pre-clinical and clinical research on the biologic and therapeutic effects of radiation administrated alone or in combination with other modalities of treatment; to develop novel technology, to investigate and understand optimizing treatment selections; and to provide radiation therapy and oncology consultations for patients. The ROB requires the use of a self-contained X-ray irradiation system for use in biology and medical research to deliver precise X-ray irradiation dosages in a radiation shielded enclosure. The salient characteristics for the required system are as follows: •The cabinet needs to be able to fit into a space 80”h x 40”w x 44”d •Cabinet features 6” x 8” lead glass viewing window on door. •Cabinet Interior: Type 316 stainless steel with fixed height Specimen Shelf •User Entry Port for inserting small tubing or cables into Irradiation Chamber •Interior fluorescent light and AC outlet •Existing X-ray tube, beam filtering and collimation will be fitted into the new cabinet •Touchrad multi user control •Motorized sample shelf height adjustment •Oil cooling pump •Complies with 21 CFR 1020.40 Sub J for Cabinet Radiation Safety •Radiation leakage is less than 0.5mR/hr at 5cm from surface averaged over a 10cm2 area at 320kV, 13.5mA. (Maximum Tube Power) The government will trade in towards the purchase the following: Pantak Model HF320, Serial Number 07-1525. The proposed XRAD cabinet is manufactured by Precision X-ray, Inc. (PXI), and is the same model supplied throughout the NIH/NCI campus ensuring identical performance, and experimental reproducibility. The current Pantak X-ray system being used in the ROB research lab was originally designed to operate to a maximum of 300 kV. The Tube is rated for voltages up to 320kV and needs to be brought to this level on a regular basis during the tube warm-up procedure. Also, the higher kV yields a more uniform and deeper penetration when used for small animal irradiation. The need for energy levels above 300kV during experimentation is dependent upon the experiment being performed. PXI was started by key technical staff from Pantak, no longer in business, and has manufactured all the XRAD products continuously since Pantak's closure. The X-ray source and power supply for this system were upgraded by PXI over the past 2 years and are configured to be “drop in” replacements for a new cabinet as well. The existing cabinet leaks radiation at >300 kV and is no longer cost effective to retrofit or repair. There is no other source for the XRAD cabinet. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on January 6, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquistions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
