- NOTE: Solicitation was amended on 12/22/09 to extend the due date for proposals to 12/28/09 by 3:00pm. The Contractor shall provide all necessary labor, supervision, management, equipment, tools and supplies to provide Contracting Officer’s Technical Representative training services to be rendered by the contractor. The Contractor shall plan, schedule, coordinate and ensure effective performance of all services described herein. The requirements are for a contractor to work onsite (a Library of Congress Facility) and teach a 3-day COTR Training Course and 1-day Refresher Training on a semi-annual basis for 1-base year and four one-year options. The SOW and attachments customize the training to meet LOC needs. Once the contract is awarded, the vendor will create training material and lesson plans, as a result of the information provided.
