- This requirement is for a new 3 year (FY10-FY12) Firm Fixed Price (FFP) contract for the technical data, engineering, parts, tooling, legacy expertise and oversight necessary to produce an OH-58D Kiowa Warrior (KW) Control Display System, Version 4 (CDS4) cabin configuration. The total effort is for a basic contract award of 6 OH-58A cabin conversions plus range option quantities for FY10-FY12 for a maximum of 60 additional cabins. In the event a program determination is made to procure new cabins, beginning in FY11-FY12, range options for a maximum qty of 48 will be available. Justification and Approval applies for other than full and open competition at FAR 6.302-1 for, Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The Government intends to conduct a sole source contract to the approved source Bell Helicopter Textron, Inc. (BHTI), Ft. Worth, TX. The Request for Proposal (RFP) will be issued through FedBizOpps on 01/15/2010. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation. However, the solicitation will not close prior to the date stated above.
