Description
The Environmental Protection Agency intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to The Gallup Inc, Resurgens Plaza 24 th Floor, 945 East Paces Ferry Road, NE, Atlanta, Ga for subscription access to Gallup-Healthways Well-Being Index 2009 data set. This sole source procurement is in accordance with Federal Acquisition Regulation (FAR), FAR Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements. The purchase order will consist of subscription access to Gallup-Healthways Well data base including 2009 respondent level data from the individual items that compose the Gallup-Healthways Well-Being Index delivered in SPSS format on CD-Rom and made available through a secured FTP site, half-day orientation and training to the data set and twenty-five hours of ongoing support and consultation around the well-being data and analysis to support EPA's requirement to develop and validate subjective well-being measurements needed for a composite U.S. index of well-being for ecosystem services research. The NAICS number is 541910 with a size standard of $7.0 million. The period of performance will be one year from date of award. The Well-Being Index data is proprietary data. The Gallup Organization, Princeton, New Jersey, is the copyright owner of the Well Being poll data. The EPA believes Gallup Inc. is the only vendor capable of satisfying the Agency's requirements. This Public Notice of Intent to non-competitively procure the Gallup-Healthways Well-Being Index 2009 data set from the Gallup Inc. is NOT a request for competitive price quotations or proposals. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this Notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. Responses shall be submitted via hard copy only; telegraphic submissions, facsimile submissions, or responses submitted via electronic means (e.g., e-mail) will not be considered. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
