- RECOVERY ACTION: This action is funded by Recovery Act dollars and is awarded under Contract No. HHSN261200800001E with SAIC-Frederick, Inc., the Operations and Technical Support contract for NCI-Frederick. The Contractor's DUNS number is 159990456. The purpose of this action is to fund the following ARRA projects: The Cancer Genome Atlas (TCGA) is a large-scale, collaborative effort to characterize the genomic changes that occur in cancer. Biospecimen Core Resources - NCH New Therapeutic Molecules - The goal of this program is to ensure the supply of drugs required by NCI-supported clinical trials and evaluation of new drugs for clinical study. CBC Functional Biology Working Space - NCI's Chemical Biology Consortium (CBC) is a network of scientists from government, industry, and academia who are identifying multiple, new targets for early-stage drug development. Universal Influenza Vaccine Development - NIAID's Vaccine Research Center is developing universal flu vaccines that will provide coverage against multiple strains. Justification for Non-Fixed Price Type of Award: This award is priced as an "Other Than Fixed Price" action. Work assigned to SAIC-Frederick, Inc. is pursuant to the terms and conditions of Contract No. HHSN261200800001E, a cost-plus-award-fee prime contract for operations and technical support to the NCI-Frederick. The use of a separate fixed price award to SAIC-Frederick, Inc. is not appropriate because this is Research and Development work issued under an existing cost reimbursement contract. Justification for Noncompetitive Award: This ARRA funded award is being made as a within scope modification to an existing contract awarded noncompetitively to SAIC-Frederick, Inc. pursuant to a Justification for Other Than Full and Open Competition signed by the DHHS Deputy Assistant Secretary for Acquisition Management and Policy on January 17, 2007.
