- Description
- The intent of this contract is to provide Chiller and Cooling Tower Replacement at the Gerald R. Ford Federal Building & U.S. Courthouse, Grand Rapids, Michigan. The purpose of this project is to replace the existing two absorption chillers with two new electrical chillers, as well as replacement of the cooling towers. The contractor will be responsible for demolition and construction. Demolition includes removal of the existing chillers, condenser, chilled water pumps, cooling towers, and piping from cooling towers to chiller. Construction includes providing and installing two new high efficiency 200 ton centrifugal chillers with VFD's, new condenser and chilled water pumps to match needed flow on new chillers, new cooling towers with VSD motor controllers, new piping and any necessary piping modifications, as well as coordinating control of new chillers and cooling towers through the existing Johnson Controls building energy management system. Any reprogramming of the new components and electrical upgrades necessary to provide power to the new chillers will be the responsibility of the contractor. Asbestos Containing Building Materials (ACBM) are present on the slats of the existing cooling towers, in pipe insulation and in fireproofing on floor beams inside the vertical chase. Asbestos abatement will be the responsibility of the contractor. Test and balance of the chiller system will be required at the conclusion of the installation. The total performance period for this requirement is 150 calendar days. The estimated range for this project is between $250,000 and $500,000. This procurement is unrestricted in accordance with the Small Business Competitiveness Demonstration Program and open to all business concerns. NAICS is 238220 with a size standard of $14 million. This is a negotiated, best value procurement. Proposals will be evaluated on past performance and price. The solicitation will be available on or about January 6, 2010 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation). The solicitation will be available for download through the Federal Business Opportunities (FBO) website (www.fbo.gov). All interested vendors must register with FBO in order to view sensitive but unclassified information, and this registration requires that the following information be completed or provided: (1) An active Central Contractor Registration (CCR) account, (2) Dun and Bradstreet DUNS Number. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. Proposals will be due to the General Services Administration, Michigan Service Center, G.R. Ford FBCT, 110 Michigan Street, Room 293, Grand Rapids, MI 49503.
