- Statement of Objectives - A Software Platform for Digital Data Analysis and Interrogation on a Single High Performance Workstation NOTICE OF INTENT TO AWARD SOLE SOURCE, a cost-plus fixed fee indefinite-delivery, indefinite quantity type contract to IntelliScience Corp., Boise, ID, for a 60-month period, consisting of a base period of 4 months, four 12-month option periods, and one 8-month option period, to create a Department of Defense Center for Global Situational Awareness of Weapons of Mass Destruction by delivering a single hardware and software solution which will provide state of the art detection, interrogation and analysis capabilities, in accordance with the attached Statement of Objectives (SOO). The attached SOO provides the details of this requirement. This notice is not a request for competitive proposals nor a solicitation of offers. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. This requirement is subject to the availability of funding. THIS IS NOT A REQUEST FOR PROPOSAL. However, if a company/university has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim to connie.dillingham_contractor@dtra.mil. All documentation must be submitted no later than 12:00 PM (noon) (EST), 8 February 2010. Responses received after this date/time are considered untimely and will not be considered. See Numbered Note 22.
