- Additional ARRA Clauses ARRA Clauses Solicitation Package The Economic Recovery Operations Center Intermountain located in Golden, Colorado intends to award a purchase order for four months rental of an excavator with thumb to be delivered to the Saguache RD in Saguache, Colorado. Name brand or equal to a John Deere 160. The months of rental are from June 1, 2010 to September 30, 2010. Award will be makde to the offeror whose offer is the lowest price technically acceptable. This is a 100% set-aside for small business. Contractors are required to be certified by the Small Business Administration and registered with the Central Contractor Registration (CCR), https://www/bpn.gov/ccr.
